These people have been drinking obscenely for years.&lt;/p&gt;&lt;p&gt;&lt;br&gt;&lt;/p&gt;&lt;p&gt;Part of the point is that they drink less because of the program.&lt;/p&gt;&lt;p&gt;&lt;br&gt;&lt;/p&gt;&lt;p&gt;I disagree with all of it, and have yet to be surprised by the ridiculous government programs. Hmm.
